Brief Explanation
The film was phase 2 of an electricity conservation campaign, it uses a threatening/fear tool to encourage electricity conservation; If you're afraid of the dark, conserve electricity.
It shows a shop-owner talking with his employee outside the shop discussing switching the power/lights off, the shop-owner says to keep it on so the display attracts the customers. The film cuts to the shop-owner in a parking garage and the power goes out, the mood and music turns to horror and he's running scared, until he runs into the parking attendant, the attendant asks him if he needs any help and the power comes back.
